JOB OVERVIEW
Queen’s Printer seeking a temporary XML Editor to join our publishing team in the Queen’s Printer.
Digital Publishing Services publishes to the web, all provincial legislation, BC Building Codes, Vancouver Building and Plumbing Codes and provides desktop and electronic publishing services to ministries, public sector organizations and government organizations outside of BC.
Reporting to the Supervisor of Digital Content, the XML Editor is responsible for preparing and publishing provincial legislation, legal documents, BC Building Codes, the provincial budget (and other content for organizations such as the Government House) on the web and on mobile devices.
This three month temporary position will be focused on Quality Control and Quality Assurance of our online British Columbia Statutes, Regulations and related products.
ACCOUNTABILITIES AND DELIVERABLES
- Proofreads online documents and checks documents for appropriate formatting, spelling, grammar, and sense/clarity. Includes document version comparisons, checking for accurate revisions, and correcting document non-conformance.
- Proofing of work completed by other XML Editors to ensure there are no errors and of the highest accuracy achievable.
- Receives amendments to existing regulations from Legislative Counsel through a shared file. Transfers data to a working directory and codes in XML for correct formatting. Checks documentation (webview) to ensure no errors. Loads files to web sites such as BCLaws.
- Consolidates statute amendments and publishes on the web. Compares online version to consolidated statute from Legislative Counsel to ensure accuracy.
- Receives Bills from Legislative Counsel via a secure site, makes hard copies, proofs on-line for formatting. Once document is deemed correct, converts to HTML and uploads to web sites (Legislative Assembly and BC Laws) once they are introduced in the House.
- Creates Gazette Part 1 and Part 2, converts to HTML, cleans up images and corrects formatting as required. Posts to BC Laws web site. Receives listings of Regulation Bulletins in Framemaker, converts to HTML and adds links to OICs and Gazette. Posts on Legislative Assembly and BC Laws web sites.
- Receives, scans and/or cleans up images and posts PDFs of Orders in Council and Proclamations on a daily basis. Formats a resume from Word to HTML on a weekly basis and adds links to Proclamations and PDFs. Updates name and contact information on OIC pages and Resumes on BCLaws.
- Makes amendments to BC Codes web sites as necessary through information received via amended regulations.
- Maintains a variety of information on BCLaws web sites (e.g. Corporate Registries, Table of Repealed Acts, Provisions in Force, Act/Ministers’ Responsibilities), and updates content on other websites such as Lieutenant Governor and Provincial Archaeological Report Library.
- Participates as a subject matter expert (i.e. knowledge of the legislative process and XML) on projects including conducting specialized research, assisting with programming, analyzing the implications of proposed plans and determining stakeholder impacts.
- Tests new programs developed by other branch staff or purchased as off-the-shelf applications.
- Builds content for each process/area of various web sites.
- Maintains list of amendments in each collection to ensure that additional information is included on web sites, and updates Excel database to reflect changes.
- Provides desktop publishing, substantive editing, copy editing and proofing services for public sector publications.
- Prepares legislation for consolidated print publication, utilizing specialized functions in FrameMaker.
- Assists Application Development staff with XSL and XSD coding and testing.
- Prepares digital publications for offline consumption on mobile devices.
- Resolve user issues with various websites through an online Help Desk system (JIRA).
JOB REQUIREMENTS
- The position requires a typesetter/compositor with at least three years’ experience in processing materials for web sites or an equivalent combination of education, experience and training.
- Must have superior attention to detail, impeccable editing and proof-reading skills.
- Is proficient using Beyond Compare, MS Office, InDesign, Photoshop, Dreamweaver, Acrobat, FTP and Sharepoint.
- Has experience and demonstrates proficiency in web editing including HTML and XML editing tools, including CSS, XSLT and XSD.
- Has some experience in Framemaker, PitStop, Oxygen and JIRA.
- Demonstrates an ability to perform work under tight timeframes that require a high degree of attention to detail with a very low error rate. Is able to work as part of a team in close proximity to other team members for effective dialogue and shared tasks.
